  1. If the validator is active, when delegator tries to initialiseEndDelegation, delegator has to wait for 21 days to get his tokens + rewards
  2. If the validator is not active, when delegator tries to delegate, then delegator will get the funds immediately instead of staking. No point in locking funds when validator itself is not active
  3. If the validator is not active, when delegator has already staked and tries to initialiseEndDelegation, then delegator will get the funds immediately. same here no point in locking funds
